Cursor frequently changes to sizing/resize icon in Menu Bar/Dock
The mouse cursor frequently changes to the **sizing/resize symbol** (horizontal/vertical resize arrows) in the **Menu Bar** and **Dock**, even though no actual resizing is possible. This occurs especially:
- When quickly moving over the Menu Bar
- Near the top screen edge or Dock edge
- Sometimes gets stuck and remains as resize icon
Steps to Reproduce
1. Move cursor slowly to Menu Bar (right/center)
2. Or quickly move over Dock edge
3. → Cursor changes to resize symbol (↔ or ↕)
4. Move cursor away → Symbol often stays stuck
